By Bin, Magistrate of Xinchang County, Shaoxing Prefecture, Zhejiang, with five merit ranks and twelve commendations:
Regarding petition for prohibition: Hu Yongxin (village elder) and commoners Yang Xiangzhi, Wang Fuming, Huang Minggao, Cai Guilu, Xu Xianguo, Chen Chaozeng et al. petition: Five adjacent villages jointly built Lord Hu Temple in late Ming. Before it lies naturally silted sand flats publicly cultivated with bamboo/woods, proceeds funding spring-autumn sacrifices and protecting temple farmlands. Previously, Yang clan illegally felled trees and litigated. Former Magistrate Zhang investigated and adjudicated: the flats remain temple property for cultivation. Now three-burg villagers' decades of labor have grown woods, but recent thieves frequently steal. Lacking evidence, we dare not accuse. Though flats are judicially confirmed, without official prohibition, outlaws plunder recklessly. Without ban, woods and sacrifices cannot be sustained.

Therefore decreed: All residents near the sand flats are ordered: henceforth, steal no bamboo/woods from temple flats. Violators will be reported to this office by foremen and local guards for prosecution under no leniency. Obey strictly!
